Start by breaking up ground beef in a large skillet with diced onion and bell pepper over medium heat. Cook until the meat is cooked through and onions and peppers are soft.
Add garlic and cook until fragrant, about 1 minute. Drain off excess fat.
Add tomato juice, tomato sauce, and water to the skillet.
Stir to combine.
Add macaroni noodles.
Add Worcestershire sauce, salt and pepper.
Stir to combine and bring mixture to a boil.
Reduce heat to low. Cover and cook for 20 minutes or until macaroni noodles are tender and they have absorbed most of the liquid in the pan. Stir occasionally to prevent noodles from sticking to the bottom the pan.
Turn off heat. Top with cheddar cheese.
Cover and allow to sit for 5-10 minutes until cheese is melted.
